RHODE ISLAND STATE POLICE TRAINING ACADEMY HVAC UPGRADE

CHALLENGE
B2Q Associates was tasked with replacing outdated HVAC systems at the Rhode Island State Police Training Academy. The existing setup relied on oil-fired heating and window AC units and the Owner had a goal of a relatively quick and low-cost system replacement to improve efficiency, reduce operating costs, and eliminate fossil fuel use for decarbonization. Unfortunately, upon commencing the project with another consultant, it was discovered that the project would be much more complicated because of asbestos, inadequate electric service capacity, poor building envelope condition, and space limitations.
OPPORTUNITY
Upon discovery of the above challenges and subsequent issues with procurement, the project stalled. The State of RI reached out to B2Q to see if we could step in to help get the project back on track. B2Q joined the on-going project as the engineer of record and helped to right the ship by providing detailed design documents, coordinating resolutions to a number of open scope decisions, and acting as a trusted advisor to the Owner to guide them through construction. Additionally, by integrating attic insulation, upgrading kitchen ventilation, implementing an energy recovery ventilation (ERV) system, and optimizing the heat pump system design, B2Q Associates sought to maximize energy savings and operational efficiency, while balancing the Owner’s budget for construction.
RESULT
B2Q’s high standard of engineering and customer service helped to get the stalled project back on track and through to successful completion. The State Police now benefit from a modern and high-functioning new HVAC and electrical system. The implementation of the VRF system and associated infrastructure upgrades resulted in significant efficiency improvements and decarbonization, bolstered by incentives from the utility, Rhode Island Energy.
