The MA Division of Capital Asset Management and Maintenance (DCAMM) engaged B2Q to provide comprehensive Facility Advisor and Commissioning services, encompassing the design, bidding, construction, start up and testing of a $5M HVAC and building automation system capital upgrade project for five buildings across the Bedford campus. The buildings collectively include classrooms, labs, offices, and a student center with dining facilities.
Our Owner’s Project Representative (OPR) and Commissioning (Cx) services for DCAMM included conducting a review of the feasibility of the basis of design and estimated savings, review of the commissioning plan, providing technical assistance in the RFP and procurement phase, on-site inspections, witness of Cx during construction, maintaining Cx records and manuals, and review of “as builts” for inclusion in the college’s final construction and operation manual.

The ETIC RCx project was an outstanding success, delivering verified energy savings and operational improvements that exceeded UMass Lowell’s expectations. The project achieved impressive annual cost savings—10% higher than initially projected—while reducing energy intensity by 14% for UMass Lowell’s third-largest utility account.

Beyond cost savings, the initiative delivered significant environmental benefits, cutting annual carbon emissions by 530,000 lbCO2e. Additionally, it enhanced lab safety through robust lab pressurization tracking and the recalibration of all terminal devices.

This success was made possible through the unwavering collaboration between UMass Lowell, B2Q, and NGRID, demonstrating the power of partnership and a shared commitment to cost efficiency, sustainability, and operational excellence.
